The Nova Suit was made famous in the game Keith Courage that happens to also be the original pack-in game with the Turbografx-16 when it hit state side in 1989. The release was infamous for being rather underwhelming in pushing the limits of the new "16-bit" console stateside. Aside from the goonie overworld area that Keith romped around killing cheese cheetahs and picking up coins to buy stuff from shops, the Nova Suit section proved to be pretty exciting and offered challenging gameplay. Many fans of the game wished the entire game was made up of Nova Suit levels!
Ok, so we're totally kidding! Actually this mockup was made by longtime PCE enthusiast Chris Tang. He made it by purchasing the Japanese PC Engine action figure release of Mashin Hero Wataru Ryujinmaru. Wataru was the better known Japanese toy and anime line that the PCE version of the game was released as. The brains at NEC America decided to rebrand it as Keith Courage in the US. My guess is they should've just localized the anime in the US and released a game along with that instead. But who knows. :)
